State govt provided 647 jobs in 4 years: RTI reply

15.21 lakh registered at employment exchanges of 15 districts

Rohtak, November 26, 2018:  Information furnished by the state government in response to a Right to Information (RTI) application has revealed that of the 15,21,854 youth registered at employment exchanges in 15 districts during the past about four years, only 647 have got jobs.

SHOCKING DATA
■ Rohtak-based RTI activist Subhash seeks information about jobless youth registered at employment exchanges in the state from October 1, 2014, to May 20, 2018, and those who have got jobs in this period

■ Gets information pertaining to Rohtak, Nuh, Karnal, Kurukshetra, Mahendragarh, Ambala, Jind, Faridabad, Palwal, Fatehabad, Sirsa, Yamunanagar, Dadri, Bhiwani and Panchkula districts in response to RTI query

Rohtak-based RTI activist Subhash, who is state convener of the Haryana Soochna Adhikar Manch, had sought information about jobless youth registered at employment exchanges in the state from October 1, 2014, to May 20, 2018, and those who got jobs during this period. “Information furnished is shocking, to say the least.

Only 647 of the 15.21 lakh youth registered at employment exchanges in 15 districts got jobs in about four years. Of these, 28 have been employed on contract and 139 are in private jobs,” Subhash said.

He stated that from information received in response to the RTI application, it seemed that generation of jobs was not on the priority list of the government and it has given only assurances to the jobless youth.

Information furnished by government functionaries pertains to Rohtak, Nuh, Karnal, Kurukshetra, Mahendragarh, Ambala, Jind, Faridabad, Palwal, Fatehabad, Sirsa, Yamunanagar, Dadri, Bhiwani and Panchkula districts. As per the RTI replies, 2.02 lakh youth were registered in Rohtak from October 1, 2014, to Many 20, 2018, but none of them got a job during this period and 10,835 eligible unemployed youth were given unemployment allowance totalling Rs 3.32 crore.

None of the 2.42 lakh youth registered in Karnal got any job during this period. Rohtak is the home district of Chief Minister Manohar Lal Khattar and Karnal his Assembly constituency.

Uncertainty on 50,000 contractual staff jobs - High Court Deadline to Fill Vacancies End of November 30 2018

Uncertainty on 50,000 contractual staff jobs

HC deadline to fill vacancies ends on Nov 30

Chandigarh, November 18: Clouds of uncertainty are hovering over the employment of nearly 50,000 contractual and ad hoc employees of the Haryana Government.

With the High Court’s six month deadline to fill vacancies on a regular basis in place of the contractual and ad hoc employees ending on November 30, the contractual staff is in a state of tizzy. In fact, it is double whammy for the contractual staff as the Supreme Court, which was moved by the Haryana Government to challenge the May 31, 2018, judgment of the high court quashing the regularisation policies and setting the six month deadline, is yet to hear the matter.

As there are thousands of employees who had been appointed on ad hoc/contract/work-charged/daily wages to take care of the work being carried out by them in different departments, we direct that they be allowed to continue for a period of six months, during which the state shall ensure that regular posts, wherever required, are advertised and the process of selection is completed,” the high court in its May 31 judgement had said.
Uncertainty on 50,000 contractual staff jobs

The high court had made it clear that under no circumstances would any temporary employee be allowed to continue thereafter. “Unless there is a relief from the Supreme Court, over 50,000 contractual employees face the spectre of losing their jobs,” Subhash Lamba, Sarv Karamchari Sangh (SKS) general secretary, said, demanding that the Khattar government should bring an ordinance for the regularisation of the services of the contractual staff.
It may be recalled that the state government had prepared the draft Bill — Haryana Regularisation of Services Bill, 2018 — to be tabled in the Monsoon Session of the Haryana Assembly. However, taking a U-turn and with a view to exhausting the legal options before a Bill is brought before the Haryana Assembly against the May 31 HC order adversely affecting the contractual staff, the Haryana Government filed an SLP in the Supreme Court in September. The apex court is yet to be hear the SLP.
