Chandigarh, October 3, 2018:  With the youth in Punjab, nothing sells like Canada. Hoping to tap into the emigration craze, the state Education Department has come up with a plan to improve their English skills by launching a programme called the ‘IELTS’. Only in this case it stands for “Interactive English Language Training for Students”. The acronym plays on the language testing exam prescribed by several countries for immigrants, the International English Language Testing System (IELTS). Coaching for the IELTS exam has become a roaring industry in the state. Even as Bindu Gulati, Assistant Director of the State Council of Education Research and Training that has designed the programme, says they do not claim to help students emigrate, the fact is that the course is designed such that it will improve their chances of success with the test. The free coaching is set to start for class XI and XII students in around 1,000 government senior secondary schools from November 1.

Our intention is to improve students’ proficiency in English. They are paying huge amounts to private coaching centres. Most of the staff in these centres are not better qualified than our teachers. The programme will make use of existing faculty. There are already 46 teachers on the department rolls especially trained in Canada in the teaching of English. They are conducting workshops in districts to train other teachers. In 2014, 50 teachers were sent to Canada by then CM Parkash Singh Badal specially to learn IELTS coaching; four have since retired. Their services, however, were never utilised till now. Bindu Gulati says the exercise will make students “subject smart”, particularly in listening, comprehending and speaking English.

The CSIR-UGC NET Exam for JRF & Lectureship is conducted by the CSIR in five areas: Chemical Sciences, Earth, Atmospheric, Ocean & Planetary Sciences, Life Sciences, Mathematical Sciences, Physical Sciences. Yes, BS-4 years/ BE/BTech/ B.Pharma graduates are eligible to take the NET, apart from those with an MSc or equivalent degree/BS-MS/MBBS with minimum 55 per cent marks (5 per cent relaxation in marks for SC/ST/ OBC/ PwD). In case you wish to take the CSIR-UGC NET Exam to be held on December 16, 2018, you can apply under the “Results Awaited” (RA) category – provided you complete your degree within two years in order to avail of the Fellowship (JRF). However, if you only possess a Bachelor’s degree (BE/BTech/BPharma), you’re not eligible for lectureship. Incidentally, the IITs offer direct admission to PhD for meritorious BE/BTech students (1st divisioners).

But, as per current UGC norms, these PhD degree-holders are not eligible for the post of Assistant Professors in Indian universities although they’re qualified for the post at the IITs/NITs. Reason?

They don’t possess the mandatory master’s degree. This anomaly was finally addressed by the UGC in its recent meeting and is likely to be scrapped/amended. Incidentally, BSc (Hons) or equivalent degree-holders who are enrolled in Integrated MS-PhD programmes (with minimum 55% marks) can also apply. The age limit is 28 years for JRF (NET). There’s a 5-year relaxation in age limit for SC/ST/ /PwD/Women candidates and 3 yrs for OBC (creamy layer). The application deadline is October 15, 2018.

Any aspirant of the civil services examination knows about the countless doubts and myths that accompany the many ‘sincere’ advises of people around. It is important to dispel the myths and take on the tough journey with confidence. Time to confront these with corresponding realities.
Facts to Crack Civil Services Examination

Myth: Many people said that there are too much political interference in the IAS and the IPS.
Reality: The decisions taken by IAS and IPS officers have immense impact on the common man. Any position that promises authority is bound to exercise some control as well. The more important the position, greater the control will be. However, most of us tend to believe that private sector offers a great degree of independence, which again is not true. The top positions in the private sector are also subject to control or interference in some form or the other.

Myth:Students who have excellent academic record can only crack civil services examination.
Reality: Intelligence is subjective. Can we call a student intelligent if he has consistently secured first division? Or can a student who scores 100 per cent in mathematics or physics in Class X be tagged as ‘intelligent’?
A survey conducted a few years back revealed that most of the successful candidates in civil services examination had secured only a second division in graduation, which led us to believe that a high academic score is a definite asset, but a second or third division is definitely not an impediment to attain success.


Myth: Some optionals have better prospects at the preliminary level.
Reality: Candidates have 23 optionals to choose from and each of them offers equal chances of success. UPSC follows the proportionate method of representation, which weigh every optional proportionally.

Myth: Every optional has a ‘cut-off’ mark. Hence, it is better to choose one with a low cut-off.
Reality: What do we understand by cut-off? Out of the 10,000 qualified candidates, marks scored by the last candidate mark the ‘cut-off.’ Thus, candidates who score more than the cut-off will qualify and those who don’t will not. In a competitive examination, a cut-off score changes from year to year and there is no qualifying score.

Myth: Questions asked in optional ‘X’ are difficult and perplexing. Hence, it is better to choose optional ‘Y’.
Reality: In a competitive exam, if the questions are difficult every aspirant will score less and automatically the cut-off marks will be low.

Myth: The general studies paper accounts for only 150 marks, on the other hand the optional paper is of 300 marks. Therefore general studies calls for more attention.
Reality: While it is true that more attention needs to be given to optional, preparation for general studies should not be neglected as well. Remember, every mark counts and a single mark determines success or failure.

Myth: The same subject for prelims and mains should not be chosen.
Reality: There is no rule of thumb that the same optional needs to be chosen both for prelims and mains exam, but it is advisable to stick to one subject. If different options are taken, it would lead to tragic waste of time.

Myth: When the same optional is picked up both for prelims and the mains exam, then it is not required to prepare separately for the preliminary examination. Preparation for the mains is sufficient.
Reality: The preliminary calls for a micro approach, whereas the mains require a broad perspective. Hence, even though 90 per cent of the preliminary syllabus is included in the mains, different methods of preparation are required.

Myth: In order to crack the civil services examination, an aspirant has to toil for at least 16 hours a day.
Reality: Successful candidates in CSE examination state that it is not the number of hours that is important, but the work that you put in those hours. We all have a span of attention and the preparation should be tailored accordingly. However, tall claims are made about 16 hours of extensive study, but weather it is humanly possible or not is still debatable.

Myth: Nobody can be sure of success in prelims until the results are announced, so it is better to set about preparation for the mains only after the prelims.
Reality: Like any other competitive exams, civil services examination also has a ‘chance’ factor. However, through a well-directed effort, an element of chance can be cut-down to a large extent. Preparation in the right direction steps up your chances of success in the examination to 90 per cent. However, mains exam is conducted three months after the declaration of prelims result. So, 90 days is ‘just not’ sufficient to prepare for two optional, an essay and a general studies paper.

Myth: The provisions of reservation are not applied at the preliminary examination
Reality: The provisions of reservations are applied at each stage of the examination; otherwise a proportional representation to the next stage is not possible.

Government will Pay Rs.1,000/month to Educated Unemployed Candidates- Government Scheme 2018 Launched Today

First state to give financial security until they find a job

Vijayawada, October 1, 2018: The Government of Andhra Pradesh is all set to unveiling the “Mukhyamantri Yuvanestham”, becoming the first state to provide financial security to educated, unemployed individuals until they find an appropriate job. CM Chandrababu Naidu will launch the scheme on Tuesday providing ~1,000 per month to all educated unemployed youth in the state. The state will annually spend about Rs.1,200 crore on the scheme. While the CM will personally hand over cheques to the youth here, the Telugu Desam Party (TDP) ministers will simultaneously launch the scheme in all districts of the state.

The money is expected to be spent on skill upgrade to earn good wages, training for self-employment, apprenticeship programme in established industries or for coaching programme for taking competitive exams.

A government spokesman said: “Some 400 beneficiaries will attend the event from 13 districts. Events will be held in all 175 constituencies where local ministers and MLAs will distribute the unemployment allowance certificates to the beneficiaries.” The government expects to immediately benefit about 10 lakh youth, who have registered themselves online on the government website. Though, as per estimates, about 12 lakh youngsters are eligible to benefit from the programme.

The allowance will be credited into the bank account of the beneficiary by the first week of every month. So far, 2 lakh profiles have been verified. While enrolling for the scheme, every individual can choose any three areas of interest. Based on education, the individual will be made to participate in specific tailor-made skill development courses aligned with the area of interest chosen. Besides, support from state universities will be solicited for skill development programmes. The government will sign MoUs with companies to sign up youth as apprentices to give them real time job experience. A job portal will be created with education and skill set details of unemployed youth.

Individual should belong to a Below Poverty Line family
Must age between 22 and 35 years
Should possess a graduation degree
Must be registered under the Praja Sadhikara survey

OPPN BACKS UNIVERSAL PENSION DEMAND

Opposition parties, including Congress and SP, on Monday extended their support to the demand for a universal pension of Rs.3,000 for the elderly.

Leaders of the Rashtriya Janata Dal, SP, Congress, NCP and Left parties addressed 10,000 senior citizens who came from over 16 states to protest at the Jantar Mantar to demand a dignified universal pension.

The protest was organised under the banner of NGO HelpAge India and Pension Parishad, a network of around 200 civil society bodies.

This one is the Latest Education Scam in India. The CBI will investigate the multi-crore scholarship scam in the Education Department. Chief Minister Jai Ram Thakur had earlier assured that the matter would be thoroughly probed and could be handed over to the CBI. The scam was unearthed following reports that students of government schools in Spiti had not been paid scholarships for the past five years. Preliminary inquiry revealed that Rs 100-150 crore was involved in the mega scam. “Ineligible candidates were given admissions and fake bank accounts were opened for the payment of scholarships, but the scam remained hidden as the people, who created the online portal for amount disbursement and those who actually transferred the money, were the same,” Secretary (Education) Arun Kumar Sharma said.

FAKE BANK ACCOUNTS WERE OPENED
The scholarship scam was unearthed two months ago.

Ineligible candidates were given admissions and fake bank accounts were opened.

There are reports of discrimination in releasing the amount at the departmental level.

Some employees dealing with the matter have been shifted, it is learnt.

CBI to probe scholarship scam
Some accounts were tracked in Haryana, while a few in Karnataka were under the scanner. “Spiti is not the only area where the scholarship amount has not been paid and there are reports of discrimination at the departmental level.

“The scam remained hidden as the people, who created the online portal for amount disbursement and those who actually transferred the money, were the same”, said by Arun Kumar Sharma, SECY(EDUCATION).

Some employees dealing with the matter have been shifted,” sources in the Education Department said. The discrepancy came to light during the review of various schemes of the Education Department. Cabinet Minister Ram Lal Markanda, who is also the Lahaul-Spiti MLA, took up the matter with government officials. Taking serious note of the complaints, the government directed the Director, Higher Education, to probe whether the schemes had been adequately publicised and the beneficiaries were aware of these and those who got the scholarships were genuine scholars covered under the respective schemes.

New Delhi, September 18: The Centre government of India today said that the state-owned named as Bank of Baroda, Vijaya Bank and Dena Bank would be merged to create the country’s third largest lender. The move follows top lender State Bank of India last year merging with itself five of its subsidiary banks and taking over Bharatiya Mahila Bank, a niche staterun lender for women.


The Finance Minister of India  Mr. Arun Jaitley said that the merger would make the banks stronger and sustainable as well as increase their lending ability. Finance Minister of India said in his statement that the bank lending was becoming weak day by day, hurting corporate sector funds. In his another statement he also said that the many banks were in a fragile condition due to excessive lending and ballooning NPAs.

As was in case of SBI, no employee would have service conditions adverse to present one. Centre Government of India also owns the majority stakes in 21 lenders, which account for more than two-thirds of banking assets. Financial Services Secretary Rajiv Kumar said boards of the three banks would examine the proposal. While the employees’ interest would be protected, brand equity would be preserved.

The Central Board of Secondary Education invites ‘Online applications’ from eligible students who have passed Class X Examination 2018 from the CBSE affiliated Schools for the following Scholarship Schemes: -

1. CBSE Merit Scholarship Scheme for Single Girl Child for +2 studies – 2018.
2. Renewal of Online applications of CBSE Merit Scholarship Scheme for Single Girl Child X Pass awarded in 2017.

The details and eligibility conditions along with the application form are available on Board’s website i.e. www.cbse.nic.in at Scholarship Link.

1). Objective of this Scholarship Program
The Goal for this CBSE merit scholarship scheme for single girl child is to provide scholarships to the meritorious students, who are the only child of their parents; and have passed the CBSE Class X Examination with 60% or more marks and are continuing their further school education of Class XI and XII. The scheme is designed to identify the efforts of the parents in endorsing education among girls and to provide inspiration to meritorious students.
SCHOLARSHIP SCHEMES FOR SINGLE GIRL CHILD

2). Allocation of scholarship
The number of scholarships for a particular year shall be variable and shall to awarded to all such "Single Girl Students" who have secured 60% or more marks in the CBSE Class X Examination in that year.

3). Eligibility criteria
This scholarship Scheme shall be given on the basis of merit list, from the result of CBSE Class X Examination. The required eligibility criteria shall be as under:

i). All Single Girl Students of their parents, who have secured 60% marks in 10th class or more than 60% marks in CBSE board and now also studying in Class XI & XII in School (affiliated with CBSE) whose tuition fee is not more than Rs. 1,500/- p.m. during the academic year, shall be considered for the purpose.

ii) CBSE decide to provide scholarship to Indian Nationals only.

4. Rate of Scholarships and mode of payment
The rate of scholarship shall be Rupees Five Hundred (Rs. 500/-) per month to all the students who score 60% marks in 10th class. This Scholarship by the CBSE board shall be paid for maximum for 2 years. The Scholarship Payment will be made through ECS/NEFT.

The last date for submission of online applications is 5th October 2018 and hard copy of application form (renewal only) has to be submitted on or before 31st October 2018.  Hard copies received after the last date shall not be entertained.

1st Sept. 2018: The Supreme Court on Friday stayed the declaration of results of Staff Selection Commission (SSC) Examination 2017, saying prima facie the entire system appeared to be tainted.

A Bench of Justice SA Bobde and Justice L Nageswara Rao stayed the declaration of results of Combined Graduate Level Examination and Combined Higher Secondary Level Examination after perusing a status report filed in a sealed cover by the CBI, which is investigating allegations of corruption in SSC examinations.

CALLS ENTIRE TEST TAINTED
The Supreme Court on Friday said it appeared from the first look that the entire test was tainted

It observed that it cannot permit people to benefit from the "tainted" 2017 Staff Selection Commission Combined Graduate Level and senior secondary level examination and get into service

Advocates Prashant Bhushan and Govind Jee, appearing for petitioner Shantanu Kumar, alleged that the CBI in its first status report had itself admitted that the custodian of the examination paper had leaked the paper.

The Bench — which is seized of a PIL highlighting corruption, leakage of question papers, use of remote access software for solving papers and screen-sharing of candidates’ computer terminal to unknown persons — said the status report spoke volumes about the illegalities committed and the role of SIFY, its content head, students involved. Remote sharing of the server had been admitted, it noted.

The petition demanded a court-monitored probe and setting up of an expert panel to suggest systematic changes in SSC examination system to plug the loopholes.

The SSC conducts examinations for recruitment to various group B non-gazetted posts and group C non-technical posts in the government. It also selects candidates for group B gazetted posts of assistant accounts officer and assistant audit officer for the Indian Audit and Accounts Department. The CBI FIR alleged that among others, one SP Gupta, the content head of SIFY, the vendor of SSC examination was involved in it.

In 2017, the SSC conducted an online exam for Combined Graduate Level Tier-I examination in August. The candidate who made it to the cut-off list of Tier-I exam appeared for online combined graduate level Tier-II Exam in February 2018.

New Delhi, August 30, 2018: Scheduled Caste and Scheduled Tribe candidates from one state can’t claim benefit of reservation in government jobs in other states. A five-judge Constitution Bench headed by Justice Ranjan Gogoi held that a person belonging to SC/ST in one state could not be deemed to be an SC/ST in another state where he might have migrated for employment or education. The Bench said the following statement, “If a person notified as a SC candidate in the state A than he cannot claim the same status in another state on the basis that he is declared as SC in state A.

SC/STs can’t claim reservation benefit in 2 states

The Bench said another statement related to this context which is as follow, “If in the opinion of a state it is necessary to extend the benefit of reservation to a class/category of SC/ST beyond those specified in the lists for that particular state, constitutional discipline would require the state to make its views in the matter prevail with the central authority so as to enable an appropriate parliamentary exercise to be made by an amendment of the Lists of SC/ST for that particular state”.

“Unilateral action by states on the touchstone of Article 16(4) of the Constitution could be a possible trigger point of constitutional anarchy and, therefore, must be held to be impermissible under the Constitution,” the top court said. Another issue before the Bench was whether SC/ST candidates of other states could seek quota in government jobs in Delhi.

With a majority of 4:1, the Bench held that so far as Delhi is concerned, the central reservation policy regarding SC/ST would be applicable here. It ruled that Pan India Reservation Rule in force in National Capital Territory of Delhi was in accordance with the constitutional scheme relating to services under the Union and the States/UTs. Justice Banumathi, however, delivered a dissenting verdict on central reservation policy in Delhi.

In this process all the academic documents are digitally signed by the Controller of Examination of CBSE through a digital signature, which make these document legally valid as per the IT act.

All these document which are digitally signed by the Examination controller have a PKI based QR codes and they can be verified using the DigiLocker mobile app.


What is the process to get digital academic documents from CBSE’s Academic Repository?
1.    You have to visit the official website of CBSE department www.cbse.digitallocker.gov.in.

2.    After that you have to login to the website by using their credentials provided at the time of declaration of exam results on their registered mobile numbers.

3.    After that you will be able to download your own academic documents.

4.    If you don’t have your Credentials with you, than CBSE department will re-send login-id and password of Parinam Manjusha/DigiLocker to the pertaining to students of the year 2016-2018 on their mobile numbers provided with Class 10/12 data.


5.    Those who pass out the during the years of 2004-2015 (or) the students of 2016-2018 who did not provide mobile number at the time of Class 10/12 data or students who have changed their mobile numbers they can do the following things to get their digital certificate:

— First of all you have to visit to Parinam Manjusha website: www.cbse.digitallocker.gov.in and after that you have to link your Aadhaar Card to their account and get their digital documents by providing their roll number, class and year of examination.

The Union Cabinet on Wednesday accepted an increase of two per cent in the dearness allowance (DA) on the request of central Government employee.  Earlier in the of month July Union cabinet decide to give DA allowance to the central Government employee with 7th Pay commission, but today they come with a new update related to the increment in the DA allowance by 2%.


Union Cabinet earlier decide to provide the dearness allowance of 7 per cent which is now going to be 9% after this DA update.

Currently there are more than 48 lakh Government of India employees. There are also more than 60 lakh pensioners. All these employees and pensioners will be benefited from this growth in DA.
